:: Funding Regulations | | Single Programme funding is only available to Distinctly Cumbrian strictly in accordance with the rules and guidelines laid down by North West Development Agency and Distinctly Cumbrian can only fund this Project in accordance with these rules. The funding is therefore conditional on continued compliance with the terms and conditions of the Single Programme Fund. In accordance with the conditions for Single Programme funding set out in the guidance notes, it is essential that the Grant Recipients understand and fully comply with the following requirements:- | | Competitive Tendering Requirements | Grant Recipients are required to comply with the following standard conditions with respect to procurement of goods and services for which funding has been provided by Distinctly Cumbrian, you will be required to provide information to satisfy Distinctly Cumbrian that you have done so.
Estimated Value | Maximum Number of Quotations/Tenders to be obtained | £50 - 500 | Three telephone/or supplier catalogue quotations to be recorded on file as confirmation of best use of funding. | £500 - 3000 | Four to six telephone/or supplier catalogue quotations to be recorded on file as confirmation of best use of funding.
| £3000 - 6000 | Three written quotations from suppliers. | £6000 | Three formal tenders. |
| | Ineligible Expenditure | Grant will not be paid and may not be used for:
| i) | expenditure on activities of a political or exclusively religious nature; | | ii) | expenditure supported from other sources, where the total support would account for more than 100% of the project costs; | | iii) | expenditure on works or activities which any person has a statutory duty to undertake, except where there is strong justification and agreement has been given by Distinctly Cumbrian and NWDA; | | iv) | recoverable input VAT incurred; | | v) | any liability arising out of negligence; | | vi) | payments for redundancy to staff; | | vii) | expenditure on gap funded developments (where approved) in excess of that necessary to bridge the gap between development costs and values on completion; | | viii) | expenditure on a project not previously approved and for which it is intended that grant will be claimed, where such expenditure took place before the project was approved and contracts issued; | | ix) | payments made in advance of need; | | x) | expenditure in breach of State Aid Rules |
Problems have been encountered regarding grants to the private sector where there is a connection with the agricultural and food industries as these are affected by European Commission State Aid rules. This has had an effect on the type of businesses which can be assisted, North West Development Agency have appointed solicitors to resolve the situation. Whilst this should not deter any prospective applicants, it should be noted that equipment purchased , which is to directly support primary agricultural activities, is likely to be ineligible.
